A best effort shall be made to have at least two providers bid on work and or goods. The winning bid will be determined by the Jeffersonville Board of Trustees to maximize value to the residents of the village.

 Exceptions to this policy may be made if the work is urgent, delays could result in personal or environmental safety risks or a preexisting vendor of choice (VOC) relationship between the vendor and the village.
